Rates and Agreements

Tariff rates for the ERA Licence  –  From April 2017

The terms of the ERA Licence provide for tariff rates to be published on the ERA website.

Please refer to the rates set out below by reference to whether your Educational Establishment is:-

(a) a school (including Primary and Secondary schools)

(b) an establishment of Further Education (including language schools)

(c) an establishment of Higher Education.

 

Abatements against application of the tariff rates may be negotiated at ERA’s discretion to cover groups of Educational Establishments for whom licence fees are paid centrally

Schools – Licence year commencing 1 April 2017

(a) The annual tariff for students in Primary schools (including Preparatory schools, special schools, pupil referral units and non-maintained special schools) is 45p per student.

(b) The annual tariff for students in Secondary Schools and students in educational establishments of Further Education who have not attained the age of 18 at the start of the education year is 95p per student.


Current Schools Agreements

ERA has negotiated abated licence fees with umbrella organisations representing large numbers of educational establishments. As a result some educational establishments may be covered by one centrally-held blanket licence.

Some examples are listed below:-

State Funded Schools in England

All state funded schools and academies in England are covered by an agreement between ERA and the Department for Education under which relevant licence fees for the Licence year commencing 1 April 2017 will continue to be paid centrally by the Department for Education. Once licence fees are paid the relevant schools will be informed of the terms of their licence.

Wales

Most Local Authorities pay centrally for all state funded schools within their remit.  The exception is Ceredigion Council where all schools are licensed individually, via CEFM.

Scotland

Most Local Authorities pay centrally for all schools within their remit.  The exception is East Dunbartonshire Council where all schools are licensed individually, via CEFM.

Northern Ireland

All schools in Northern Ireland are licensed through The Education Authority.

Independent Schools

The Centre for Education and Finance Management (CEFM) will continue act as ERA’s agent for invoicing for fees and confirming the issue of ERA Licences to Independent schools within England and Wales.

Schools in membership of the Scottish Council of Independent Schools (SCIS), United Learning Trust, Cognita Schools Group and Alpha Plus Group, will be licensed through ERA, and blanket licence agreements with ERA may be put in place. Please contact ERA for further details.

 

Further Education – Licence year commencing 1 August 2017

(i) The annual tariff for students who have not attained the age of 18 at the start of the education year and who attend establishments of Further Education, each student (on a headcount basis) is 95p per student.

(ii) The annual tariff for students in Educational Establishments of Further Education who are over the age of 18 at the start of the education year and who are undertaking courses of Further Education is £1.50 for each full time student or for each full time equivalent student.

(iii) The annual tariff for students in Educational Establishments of Further Education who have attained the age of 18 at the start of the educational year when undertaking courses of Higher Education is £2.40 for each full time student or for each full time equivalent student .

Note: Following legislative changes in England effective from 1 August 2015 a “full time equivalent” student in an Educational Establishment of Further Education in England will be calculated against 540 guided learning hours, as opposed to 450 guided learning hours for previous years.

Full time equivalent student calculations for Educational Establishments of Further Education within Scotland, Wales and Northern Ireland will continue to be calculated in accordance with data provided by relevant national governments.

 

Higher Education – Licence year commencing 1 August 2017

The annual tariff for students in Educational Establishments of Higher Education and students of other Educational Establishments who have attained the age of 18 at the start of the educational year when undertaking courses of Higher Education will be £2.40 for each full time student or for each full time equivalent student.

A Higher Education student who is not on a full time or sandwich course will be treated as 0.35% of a “full time equivalent” for calculating fees due against the £2.40 tariff.

Tariff rates new single ERA Licence  – From April 2015

Schools Licence years commencing 1 April 2015

FE and HE Licence years commencing 1 August 2015

The terms of the ERA Licence provide for tariff rates to be published on the ERA website.

Please refer to the rates set out below by reference to whether your Educational Establishment is

(a) an establishment of Higher Education

(b) an establishment of Further Education (including language schools)

(b) a school (including Primary and Secondary schools).

Abatements against application of the tariff rates may be negotiated at ERA’s discretion to cover groups of Educational Establishments for whom licence fees are paid centrally.

Higher Education

ERA has held discussions with Universities UK and Guild HE for publication of a tariff that will apply for ERA Licences issued from 1 August 2015 when applied to educational establishments with students undertaking courses of Higher Education.

The annual tariff for students in Educational Establishments of Higher Education and students of other Educational Establishments who have attained the age of 18 at the start of the educational year when undertaking courses of Higher Education will remain at the level agreed from 1 August 2014 for each of a further two licence years covering

1 August 2015 to 31 July 2016 and

1 August 2016 to 31 July 2017.

The agreed annual tariff will remain at £2.35 for each full time student or for each full time equivalent student.

A Higher Education student who is not on a full time or sandwich course will be treated as 0.35% of a “full time equivalent” for calculating fees due against the £2.35 tariff.

Further Education

ERA has held discussions with Association of Colleges, Colleges Scotland, Colleges Wales and Colleges Northern Ireland to lead to publication of the tariff rates to apply for two licensing years covering:

1 August 2015 to 31 July 2016; and

1 August 2016 to 31 July 2017

when applied to students in establishments of Further Education who are over the age of 18 and not undertaking courses of Higher Education.

ERA Licence Fees applicable to colleges of Further Education will continue to be calculated by applying tariffs to:

(a) students under the age of 18;

(b) students over the age of 18 undertaking courses of Further Education; and

(c) students over the age of 18 undertaking courses of Higher Education.

ERA has previously published tariffs that will apply to students under the age of 18 and students undertaking courses of HE when attending colleges of Further Education which will be in force and apply from 1 August 2015 and these rates will be used when calculating total Licence fees relevant to individual colleges of Further Education (see tariffs for Higher Education and tariff for Schools).

It has now been agreed that for students who are over the age of 18 at the start of the education year and who are undertaking courses of Further Education the relevant annual tariff will be £1.50 for each full time student or for each full time equivalent.

 Further Education Licence Fees:-

(i) For students who have not attained the age of 18 at the start of the education year and who attend establishments of Further Education, each student (on a headcount basis) will be covered by the following tariff rate:

For Licences from 1 August 2015 to 31 July 2016 – 91p per student

For Licences 1 August 2016 to 31 July 2017 – 93p per student.

(ii) The annual tariff for students in Educational Establishments of Further Education who are over the age of 18 at the start of the education year and who are undertaking courses of Further Education

For Licences from 1 August 2015 to 31 July 2016  – £1.50 for each full time student or for each full time equivalent student

For Licences from 1 August 2016 to 31 July 2017  – £1.50 for each full time student or for each full time equivalent student 

(iii) The annual tariff for students in Educational Establishments of Further Education who have attained the age of 18 at the start of the educational year when undertaking courses of Higher Education

For Licences from 1 August 2015 to 31 July 2016  – £2.35 for each full time student or for each full time equivalent student

For Licences from 1 August 2016 to 31 July 2017  – £2.35 for each full time student or for each full time equivalent student

Schools

ERA has reached agreements that enable publication of tariff rates for schools which take out the new single ERA Licence from 1 April 2015

The terms of the single ERA Licence provide for tariff rates to be published on the ERA website. The Schedule of Terms can be accessed via the download menu.

The annual tariff for students in schools shall be

(a) for students in Primary schools (including Preparatory schools, special schools, pupil referral units and non-maintained special schools)

From 1 April 2015 to 31 March 2016 – 40p per student

From 1 April 2016 to 31 March 2017 – 43p per student.

(b) for students in Secondary Schools and students in educational establishments of Further Education (including former Sixth Form Colleges) who have not attained the age of 18 at the start of the education year

From 1 April 2015 to 31 March 2016 – 91p per student

From 1 April 2016 to 31 March 2017 – 93p per student.

Abatements against application of the tariff rates may be negotiated at ERA’s discretion to cover groups of Educational Establishments for whom licence fees are paid centrally.

Exceptions to this are schools in membership of the Scottish Council of Independent Schools (SCIS), United Learning Trust, Cognita Schools Group and Alpha Plus Group, all of which have a blanket licence agreement with ERA.
